Ensuring tenants don’t fall through policy gaps- amendment passed

At the October 7th, 2024 Council meeting, Burnaby City Council adopted amendments to the Tenant Assistance Policy, which were mostly language clarification changes.


One such change was to specify that tenants who were evicted with cause (e.g. not paying rent in time) would not be eligible for TAP supports. I moved an amendment that specified that if a tenant was evicted with cause due to not receiving rent top-ups in time, that those tenants would still be eligible for TAP. This is in the unlikely case that a developer, who pays a top-up during interim displacement (construction) if the tenant is paying more rent than their previous rent, does not pay the top-up in time to the tenant.


This passed unanimously, and I want to thank the tenants I spoke with who flagged this gap.


“THAT Section 4.3 of the “Tenant Assistance Policy” revision specify that in the case of an eviction with cause that is triggered by failure to receive a top-up, tenants remain eligible for both tenant assistance during interim displacement and for a replacement unit.”
